manual measurement tool window disappeared

I'm looking for trouble shooting help with Image Pro Plus 7.0 running on windows 10.

The other day i was using the "Manual Measurement tool window" I closed the window and have not been able to get it to open back up. I have restarted my machine and reinstalled the program, the tool is still not opening. I've opened and closed this window tool hundreds of times before with no issue.

    Image-Pro Plus saves the last position of tool windows to the registry and then reuses it in the new session. It may get corrupted. You can check the registry at: Computer\HKEY_CURRENT_USER\Software\Media Cybernetics\Image-Pro Plus 7.0\32-Bit\Measurements 
    to be sure that WindowPos is within the screen:
